On August 4, 2019, Research Institute for Environmental Economics and Management (RIEEM), Waseda University hosted a thematic session entitled “Carbon Pricing in East Asia” at the 8th Congress of the East Asian Association of Environmental and Resource Economics (EAAERE) held in Beijing during August 2-4, 2019. The session was chaired by Prof. Toshi H. Arimura, the director of RIEEM, Waseda University.
The session commenced with introductory remarks by Prof. Toshi H. Arimura. Prof. Duan Maosheng (CCMC/ Institute of Energy, Environment and Economy, Tsinghua University, China) presented his research paper entitled “Performance of the Pilot Carbon Emissions Trading Systems in China”. This study evaluated the impact of the Carbon Emission Trading Systems in China which has started in operation since 2013-2014.
Next, Prof. Hyungna Oh (Department of International Studies, Kyung Hee University, South Korea) delivered an insightful lecture titled “Does Allocation Attribute to Altering the Productivity of CO2 Emissions?”. This paper investigated whether the productivity of CO2 use of covered entities change during the Phase 1 of the Korean Emission Trading Scheme (KETS). Specifically, this paper investigated whether productivity was influenced by the adoption of ETS and/or impact of overallocation on the productivity of CO2.
The final presenter in this session was Prof. Toshi H. Arimura (Faculty of Political Science and Economics, Waseda University, Japan). Prof. Toshi H. Arimura presented his paper titled “The Impact of Tokyo Emission Trading Scheme on Commercial Buildings: What Factor Contributed the Emission Reduction?” which is joint work with Tatsuya Abe (Waseda University). This paper explored the impact of Tokyo Emission Trading Scheme in reducing the emission in commercial buildings. The session ended with a fruitful discussion between the presenters and the audience regarding various issues on carbon pricing in East Asia.
The presentations will be featured in the special issue on “Carbon Pricing in East Asia” in the official journal of EAAERE, Environmental Economics and Policy Studies.
