On November 07, 2019 Research Institute of Environmental Economics and Management (RIEEM), Waseda University, conducted the Carbon Pricing Symposium titled “Policy Options for Carbon Pricing: Double Dividends and International Competitiveness” at Waseda Neo, COREDO Nihombashi. The symposium was attended by more than a hundred general guests from various backgrounds. Prof. Shigeru Matsumoto (Aoyama Gakuin University) was the moderator of the symposium. The symposium commenced with opening remarks by Yuji Koresawa (Senior Representative Director, Environmental Restoration and Conservation Agency of Japan). Prof. Toshi H. Arimura (Director, RIEEM) presented a brief outline of the symposium as well as the background of the institute, the ongoing projects and future plans.
Prof. Hyungna Oh (Kyung Hee University, Korea) was the keynote speaker in the symposium this year. Prof. Oh presented
her research on “Lessons from Korea Emission Trading Scheme” where she highlighted the ongoing ETS initiatives in Korea
including challenges and future improvements.
Followed by the keynote speech, there were four presentations by the members of RIEEM about the ongoing projects. First,
Prof Toshi H. Arimura (Waseda University) presented his research on the impact of Tokyo and Saitama ETS in Japan in the
context of reduction of emission, innovation and carbon leakage. Then, Prof. Makoto Sugino (Yamagata University)
presented his research titled “International Competitiveness Issues under Carbon Pricing”. Prof. Shiro Takeda (Kyoto
Sangyo University) presented his analysis to achieve the double dividend of carbon dioxide reduction and economic growth
through environmental tax reform. Finally, Prof. Kenji Asakawa (Institute for Global Environmental Strategies) discussed
the impact of carbon tax on the firms.
The symposium concluded with an integrated panel discussion with Prof Akira Yokoyama (Chuo University), Prof. Kiyoshi Fujikawa (Nagoya University) Prof Hyungna Oh (Kyung Hee University), Prof. Shiro Takeda (Kyoto Sangyo University), Dr. Kenji Asakawa (IGES) and Prof. Makuto Sugino as the panel discussants. Prof. Toshi H. Arimura moderated the panel discussion. We also had a lively discussion and exchange with the general audience. Prof Ayu Washizu (Waseda University) delivered the closing remarks.
